A centre may appeal in the following cases:
- Results after review of marking, moderation, or external quality assurance (EQA)
- Decisions about access arrangements, reasonable adjustments, or special consideration
- Malpractice decisions
- Termination of approval
Appeals can be made by the centre for itself, a learner, or a cohort. There can be a fee for the centre if they make an appeal
When a dispute arises regarding the quality of the external quality assurance visit and review, there are several procedures that should be followed to ensure a fair and transparent resolution. Each awarding organisation should have a clearly written appeals and assessment disputes policy in place, which outlines the steps to be taken when such issues occur. This policy must be communicated to all centres; usually this is part of the initial information shared with the centre when they join an awarding organisation. It is often available on the website, but the EQA should know this policy and be able to advise the centre, if there is a dispute, what steps to take.
Initially, the concern should be raised directly with the EQA involved, allowing them the opportunity to review and explain their decision and the reasons for any actions or sanctions. If the issue cannot be resolved informally, a formal appeals procedure is triggered, typically outlined by the awarding organisation. This process usually involves submitting a written appeal, which is then reviewed by a senior External Quality Assurer (EQA) or another designated member of awarding organisation staff not previously involved in the original assessment.
The awarding organisation will investigate the appeal by examining all relevant documentation, assessment evidence, and the application of assessment criteria. They may also seek input from other external quality assurers or subject matter experts to ensure an objective review. Once the investigation is complete, the awarding organisation will communicate their findings and any recommended actions to all parties involved. Throughout this process, maintaining detailed records of all communications and decisions ensures transparency and supports continuous quality improvement.
