What is Martyn’s Law?
Martyn’s Law, officially known as the Terrorism (Protection of Premises) Act 2025, is a new piece of legislation designed to enhance security measures in public spaces across the UK. Named in memory of Martyn Hett, a victim of the Manchester Arena attack, the law aims to ensure that venues and organisations are better prepared to respond to potential terrorist threats. It was passed into law in April 2025 and will come into force in the next 24 months.
All premises will be classified as standard or enhanced tier depending on the numbers the venue capacity.
Standard Tier premises – also known as standard duty premises – are any locations with a capacity of 200-799.
Enhanced Tier: Venues with a capacity of 800 or more individuals, requiring more comprehensive security measures.
All schools and college regardless of numbers on site will be classified as ‘standard tier’. This outlines what is expected of the organisation. Higher Education (HE) institutions will be classified as ‘enhanced tier’ and will have additional responsibilities.
Key Requirements:
• Security Lead – do you have one?
• Prevention – taking steps to identify and minimise risks
• Evacuation – getting people safely out of the premises.
• Invacuation – bringing people safely into, or to safe parts within, the premises.
• Lockdown – (Ready for Anything) – securing the premises by locking doors.
• Communication – alerting people on the premises to danger. Schools must ensure they have systems in place to alert staff and students during an emergency.
The law also establishes a regulatory body, the Security Industry Authority (SIA), to oversee compliance and provide guidance.

• Review procedures and plans: scrutiny of your current plans and procedures.
• Checking procedures: carry out an emergency procedure with our consultant for immediate feedback and advice. For example, simulation of an evacuation or lockdown procedures.
• Staff Training: A 30-45 minute briefing for all staff to heighten awareness and build confidence. This will include the latest government advice and guidance.
